If you have a Coax Cable TV network in the building, it makes sense to use
it, look for a Cable TV Modulator

I like the PVI USA VeCOAX PRO1 HD RF Modulator, it will take almost any
input and make it into a TV channel, you can also get the multi channel
units if you want IR camera on one channel, HD camera for lobby on another,
Digital signage on a third

The advantage of this system is it uses the tuners built into modern flat
screen tv's and can be split infinitely with TV splitters and coax amps,
they also have a unit that does IPTV out as well for campus wide
distribution or recording, they can also carry audio pretty easy with most
modulators having built in compression

If you are using older Tube TV's you can still get analog modulators from
ebay for cheap and keep using them with the same wiring at the same time
