You could probably spend less than an hour and write up a simple
AutoHotKey GUI script/app that runs the command line program for you.

A little quick research shows that AD4 is ADPCM which is the encoding
for VoIP codecs G721 and G723.  SOX and other standard tools should be
able to handle it too.
