A long time ago, in a city far away, a disagreement arose over fire exits in our meeting rooms.  At that time the national fire code was a paid-only product (now apparently available free online from the source).  We were able to get an official copy for free, because the local AHJ had adopted the NFPA code verbatim as a local ordinance, and thus it was published as part of the city ordinances on the city's website.  You might look for something similar in your own locale ?
