Barge Cement - the stuff we use to glue dance rubber on shoes - will work well if a similar kind of rubber is used. Use good PPE with it.

    Sticking flexible stuff together generally      requires welding.  I wouldn't generally trust glue.

If one wanted to couple the two ends together, does that        require a special adhesive (eg. like when they make DIY custom        "O" rings cut from a continuous length on a spool) or would any        brand name super glue work and hold up?
