[SML] Torches on stage

Bill,

Look at 1.3.2 for application and 3.3.12 for the definition. It basically
covers anything that produces a flame, and is not powder based (then it is
covered by NFPA 1126).  This also includes candles, with the exception of
religious use.  We are fortunate that our fire marshal is relaxed about
candles, but everything else requires full plans, etc.
