[SML] LED room lighting

Are there some rules of thumb for fixture wattage for various rooms
(shop, lounge, etc.)?  I know LEDs vary a lot in efficiency (see below)
but most common LED assemblies seem to be sold by Watts.

3 meter ceilings.

I think I understand now why there's so much room lighting that's RGB
programmable, the new EU efficiency specifications exempt RGB LED lights
as long as they have the right green color in them.

So, a loophole for the low cost vendors to leap through.

Plus, some people probably actually want programmable lights.
