Very true. I did it for two tours with nothing but a stripped lower
receiver - a 10-ounce chunk of milled, forged aluminum - in my checked
luggage. That's the part of the rifle that carries the serial number,
therefore in the eyes of the Federales, it's a "gun."  Never had
anything swiped from my bag on those tours; the TSA could not even
think of opening it unless I was present... It was well worth the
effort & attention, and took up far less room than a starter pistol or
many of the other options.
