[SML] "Regulatory" agencies?

ESTA’s Technical Standards Program and ETCP also create standards but don’t regulate. Insurance companies and facilities management in some settings would regulate. You got me thinking. FDA, FAA and ATF for lasers/pyro? I will be interested in this thread.
