That should be “apply label to cable to be readable... so if you have it plugged into the back of a rack, you can read it.”

Another tangent... 
AV world (AVIXA) has a standard for labeling cables that I wish were more widely adapted in the theater/IT worlds. 
Summarized... with end of cable toward center of your body, holding cable in right hand - apply cable to be readable. Label has two lines: top is the source, bottom is the destination. So you can know where any item plugs in simply by looking at the label.
