Me bad. You're right of course. Found this though: "1951 The first
requirement for grounded receptacles in residential construction dates back
to 1951 when the NEC (National Electrical Code) required laundry areas to
have grounded receptacles."  I only have access back to 1968 edition so
can't verify.  It would not surprise me if a lot of jurisdictions amended
the requirement out initially.
