[SML] Fire Alarm Impairment

Good research imho. don't believe you will find any justification for
silencing an alarm system and using a fire watch in it's place in any NFPA
document. It has been on my codes and standards to do list to submit a
change proposal to include this in the standard. Please consider
submitting change. It's easy, on line, and effective. And announce it here
so others can support it.
