If it is a modern phone (electronics in it instead of a carbon
microphone) then it might be possible to just connect it to a T-power
input, although the voltage and current are both a little marginal for
this to work. As has already been said, a very simple circuit with a
resistor, capacitor and power supply would do the job if you are handy
with a soldering iron.
