HA! I wouldn’t be hot on buying something for $4,500 on my own personal account to get reimbursed later, either !

I have the reverse situation. They insist that I use a City of Los Angeles ‘Purchasing Card’, that is not accepted everywhere. So a quick trip to Costco for a minor item is a thing of the past. The powers-that-be tell me to buy the item and seek reimbursement. I have always gotten reimbursed for items less than $5000, but it’s a hassle. Luckily, Home Depot & Lowes accept the ‘Purchasing Card’.

I feel (felt) your pain. Unfortunately this is become more and more common. One of the reasons that I retired early. Administration wanted me to order materials July 1 for the year when spring shows weren’t even selected until November or December.
