[SML] Designated aisle seats

I haven't watched the interactions with great detail, but ours do get
used by folks transferring from a wheelchair or wheely seat-walker....
We only have a few with the flip-up arms. Don't know what the code may
have been in 2005 when they were installed, but there are certainly
fewer of those than of the dispersed removable seating.
