[SML] Designated aisle seats

Was in a committee meeting for accessibility standards and the subject of
designated aisle seats came up, the seats with flip up (or swinging or
removable in a few cases) arm rests on the aisle.  In particular who are
they for?  People using wheelchairs who want to transfer to a theatre seat
or people with some disability that makes getting going into a row
difficult or not possible, whether that's using a walker or simply a knee
that won't bend? I do know house managers rely on them for people who don't
fit in a regular seat.  Just curious of experiences and observations of
others.
