I will relate my own story as an audience member in this situation.  As a Miami Florida native, I was experiencing my first winter up north, and had tickets to see a performer in Philly.  A blizzard was expected, but I figured they were used to this sort of thing up here, and the snow plows would clear the way. and I headed out.  Normal travel time was 1 1/2hrs. I allowed a lot of extra time, and arrived in plenty of time... but the show was canceled. I had no idea that blizzards were considered sufficient reason for a cancellation.
I was refunded the ticket cost The show was not rescheduled. I have no idea of the situation with the artist. Ticket Master retained their full fee. So, they certainly didn't loose any money.
The trip home went quite smoothly... in fact better than normal, since very few vehicles were on the road other than the snowplows and naive southerners.
