When I was a system analyst, I required the same from my programmers.

I told them that I wanted to be able to sit down with any listing of an
unknown piece of code and be able to understand what was happening from
comments in the code. I also expected them to comment error checking and
purpose/parameters of any data entered.

I wasn't the most popular person with my programmers, but they gained
reputations for turning out excellent code. It was very rare that a bug got
through to a production release.
