If that is an SCR dimmer, then you may be having leakage current causing the
problem. Try plugging a two-fer into one of the channels. Plug a dimmer supply
into one of the two-fer receptacles and about a 100 watt lamp into the other.

See if the flashing goes away - or is reduced.
