[SML] Prop Weapon Question - Legality

Can some jurisdiction come up with a 'MODEL CONCEALED-CARRY KNIFE
CODE' or 'MODEL NONCONCEALED-CARRY KNIFE CODE" that could be
universally adopted like a National Electrical Code or Uniform
Building code? Even if you had to go to your local Sheriff's office,
fill out a form and provide fingerprints and renew this procedure ever
so often like a concealed firearm permit (CCW), it still would be
better than the present law in some jurisdictions.
