I have been using weather balloons for 30 years as scenic elements. For 
the cost of them versus building hard scenic elements it is a no 
brainer. The only issue you may encounter would be movement from air 
currents.
Here is our source. Ask for Chloroprene "cloud busters"  They will blow 
up round, not pear shaped.
