[SML] ArtNet IP Address ranges

I believe that the original artnet address rules required addresses in the
2.x.x.x range, so you were forced to setup your network that way, they then
added the 10.x.x.x range, so if you were to use some old and cranky gear,
you might want to stick to the 2.x.x.x range

I wouldnt use the 192 range as some equipment might not like it, they are
expecting to see the others, i think my panasonic projector made us move to
the 2.x.x.x ranges
