[SML] Flatbed shipping WI to NH/VT

Greetings wise list-
Asking for a friend...a question for the hive mind specific to shipping large items.
I have a friend seeking options beyond the normal UShip type processes to ship a 30ft long camper from WI to NH/VT.
Preferably on a flatbed on account of it not being registered/plated at the moment.
Are there other options and/or is it even possible to tow it without a current plate?
