Since you said shoe-string budget, I would first try out your existing fogger.  Put it somewhere that it isn't noticeable... the machine or the output.  So, backstage with a fan that circulates onto stage.  Ideally, it is one of the foggers that have adjustable output, so you don't always send out a blast.  Also, there is fog juice that is designed to be long-hanging. Just be sure it is compatible with your fogger.
