There are several versions on Youtube. Some use a non-exploding bird, that just falls back, and then some air blows through a tube from the next, and blows up some feathers. Though, my personal preference is one that uses balloons. A larger balloon for the body, and a smaller one for the head. For the head, you can't use a larger balloon, and just partially inflate it, because it may not pop. The beak, eyes, head plume, and wings are taped on. Some small blue feathers can be inserted into balloons before they are inflated.
A control rod can be taped to the back of the head, and operated from below/behind the bird. I don't think the wings need to move, because it is not flying.
The pop can be caused by several methods. One is to just hit it with a pin attached to a separate rod. But, there are "balloon squibs", which are discussed in this extended text file.

A system without the squib could involve an electric solenoid pushing a pin. I wouldn't worry about exploding the head separately, because the exploding body should be enough of an effect.
